As a lawyer with 30 years of career, I have to admit from my heart that "Today, the Indian governmental bureaucracy almost slavishly follows British practices, good and bad. We all Indians depend on indian bureaucracy spider web ranging from an IAS officer to clerk in each office for various approvals, grievances, services, to do business and many more. We all literally struggle to navigate Indian bureaucracy. Many might not agree but bureaucracies aren't by nature bad and bureaucratic procedure is not necessarily a bad thing; All it is asking is consistency from all. If there is no bureaucracy, only rich people get the first priority. 


Over 30 years, one thing I observed is, once you know the process, procedures and right contacts it appears the complexity disappears like a magic lamp. The greatest part of it is simple and repetitive, and as a result, the work processes are highly standardized. It takes time to learn and business persons not able to deal with Indian bureaucracy. 


Despite we all are educated and might be an engineer, doctor or lawyer, we have no systematic clue about thousands of records and procedures maintained with each government office. In this spider web, nobody knows who does what and why. It take years to learn. In each government office, procedures are given far more importance than the goals or objectives they are supposed to accomplish.Majority of Indians have no clue on how to check the facts without fear and deal with Indian bureaucracy who're non-transparent, unpredictable, completely detached to solve your issues. It is a fact that In Indian Bureaucracy, There is no incentive for being a best Public Information Officer(PIO) at lower level and constantly hierarchy must be respected at all cost. They are trained to delay as much as possible with all sorts of reasons and make simple things complicated and work on presidents. 

Indian Bureaucracy allows a limited change irrespective of which political party is in power and many times they do not like innovation as it is not with their best interests ( Ex:- Ask a train ticket collector opinion for IRCTC Online Reservation in 2003). They make procedures and rules that often does not make sense but helps them to delay and continue their jobs. They interpret it in whatever ways that suit their personal interest. They always say "Please use Next Window". They make you to run from one place to another or from one department to other to provide information and procedures for simple tasks. 


To solve these issues, India’s Right to Information (RTI) act that was passed in the year 2005 and is widely hailed as one of the landmark legislations made after independence. Like any law, the success lies when it is effectively used. Ex: You are offered a pilot seat but do not know how to operate the flight. The same applies to RTI Act. 90% of Indians do not know the procedures in the spider web.  


The only way we can navigate this spider web of Indian bureaucracy is with the RTI as a tool and with the people that has both the legal knowledge and with the people that worked in the system.


There is no India Wide Organization that knows both the law, government execution procedures to deal with Indian bureaucracy.
