RTI Second Appeal
Here are the steps on how to file a second appeal under Section 19(3) of the RTI Act:
Identify the Second Appellate Authority (SAA). The SAA is the officer who is responsible for hearing appeals against decisions of the First Appellate Authority (FAA). The name and address of the SAA can be found on the website of the concerned State Information Commission (SIC).
File your appeal in writing. Your appeal should be written in a clear and concise manner. It should state the reasons why you are appealing the decision of the FAA and the relief that you are seeking.
Provide all relevant information. Your appeal should provide all relevant information, such as the date of your RTI application, the name of the PIO, the decision of the PIO, the decision of the FAA, and the reasons for your appeal.
File your appeal within 30 days of receiving the decision of the FAA.
Send your appeal by post or hand it over in person to the SAA.
Keep a copy of your appeal for your records.

The FAA has not provided any reasons for upholding the decision of the PIO.
The decision of the FAA is not in accordance with the law.
I request you to please review the decision of the FAA and direct the PIO to provide me with the information that I have requested.
